The relationship between the two largest economies in the world not only affects the interests of both countries but also the well-being of the entire world. Therefore, everyone is a stakeholder. Unfortunately, since the Trump administration took office, it has continued to adopt unilateral and protectionist measures to promote economic hegemony and frequently use or threaten to use tariffs as weapons against other countries.
China is one of the victims of the US trade bullying. In order to safeguard national interests, China has to take effective measures. The Chinese position has been stated in the two documents before you. One is the White Paper on China's Economic and Trade Negotiations, and the other is the latest issue of the US Department of Commerce's gains in Sino-US economic and trade cooperation. Research report. The two documents contain detailed analysis and authoritative statistics aimed at explaining China's views on the truth about Sino-US trade. My colleagues and I are also willing to exchange views with you during the discussion.
First, trade is mutually beneficial and win-win. China benefits from trade, which is why we insist on opening up to the outside world. The United States clearly also benefits from trade. It is too simplistic to justify trade relations with trade imbalances, which is neither objective nor responsible. In November last year, Mr. Roberto Azevedo, Director-General of the WTO, said at the opening ceremony of the first import fair: “Trade is not a zero-sum game that exports beneficial and imports harmful. In fact, imports mean lower. Price offers consumers more choices. Imports can focus on producing competitive products and improve economic competitiveness and efficiency. More and more imports are used to produce their own products, and these products are then Exports - this is the reality of global trade. About two-thirds of the world's exports contain imported parts."
Martin Wolfe wrote in the Financial Times that the United States is not economically ignorant of the issue of bilateral trade imbalances. The US trade deficit with China has been exaggerated. In fact, this problem has been around for a long time. At present, nearly 53% of China's trade surplus with the United States comes from processing trade, which was 70% 20 years ago. I still clearly remember that Premier Zhu Rongji of the State Council visited the United States in April 1999, when China did not join the WTO. Premier Zhu delivered a speech at the Massachusetts Institute of Technology, and he gave examples of sports shoes when he talked about processing trade. He sent a secretary to the US mall to learn about the price of Chinese sports shoes exported to the United States. He found that a pair of Nike or Adidas sneakers retailed for $120 in the US, and the Chinese ex-factory price was $20, while Chinese workers earned only $2.
The benefit of this kind of trade activity for China is to create jobs, and most of the profits are taken away by American companies responsible for branding, design and marketing. But in the US statistics, all of this counts as China's exports to the United States.
Second, trade disputes harm people. A cover story recently published in The Economist magazine entitled "Large Destructive Weapons" states that the United States is actively deploying a new economic arsenal to maintain its hegemony, which would be counterproductive and dangerous. The actions taken by the United States against China are detrimental to its own interests, increase the production costs of US companies, raise domestic prices, affect US economic growth and people's livelihood, and hinder US exports to China.
Just this morning, there were reports that more than 600 US companies, including Wal-Mart, sent a letter to Trump to urge them to resolve trade disputes with China. The letter quoted the data of the international consulting company's trading partnership to issue a warning: if the US$300 billion tariff on China's exports to the US is imposed on the US, the United States will lose more than 2 million jobs, and the cost of living for each family of four will increase. More than $2,000, the US gross domestic product will be reduced by 1%.
In front of you, there is also a summary of the 2019 National Export Report issued by the US-China Trade National Committee. I must admit that I love reading their reports very much. Ten years ago, when I was resident in the US Embassy in the United States, I attended many meetings organized by the National Association of State and Regional Governors. I have met with dozens of US governors, and I will show them the annual report of the US-China Trade National Committee almost every time. Because this report fully shows that the Chinese and American economies are highly interdependent, this mutually beneficial relationship must remain on the normal track.
According to the latest report, "China supports more than 1.1 million US jobs, which is still important for US economic growth." "And all states in the United States are affected by trade disputes." But what worries me more is the economic and trade tensions that have caused the rest of the world. Adversely, everyone is at risk of being hit by US trade bullying. US unilateralism and protectionism undermine the rules-based multilateral trading system. Many years ago, the United States insisted that China comply with WTO rules. China has made great efforts to meet the requirements of WTO access and actively participated in world trade. Nowadays, the United States often violates or even abandons multilateral rules. When rules do not meet Trump's intentions, he tends to withdraw from international agreements or organizations.
US unilateralism and protectionism threaten global economic growth. The World Bank has lowered its world economic growth forecast to 2.9%. The International Monetary Fund cut its growth forecast from 3.6% to 3.3%. Lagarde said that the US-China tariff war will reduce global economic growth by 0.5% to about $455 billion, "the scale exceeds the South African economy." US unilateralism and protectionism undermine global industry and supply chains. Tim Cook recently said in an interview with CBS News that "Apple mobile phone manufacturers all over the world, the tariff on Apple mobile phones will cause damage to all relevant countries, but the biggest loss is the United States."
The view of the Director-General of the WTO has once again been verified that approximately two-thirds of all exports are imported components. The bullying of the United States has brought huge uncertainties. More and more companies are worried about the stability and security of their supply chain. They have to consider adjusting the supply chain layout.
Third, the responsibility for the frustration of Sino-US economic and trade consultations lies with the US. In a speech at Harvard University on May 30th, German Chancellor Merkel stressed that protectionism and trade conflicts jeopardize global free trade and thus jeopardize the fundamentals of prosperity. Although she did not name it, we all know which country she is referring to. We only need to read Trump's tweets to understand the credibility of the United States, and to be precise, to understand the untrustworthiness of the United States. On February 21, Trump wrote on Twitter: "I hope that the United States will win by competing rather than blocking the more advanced technology." Whether the words and deeds are consistent is obvious to all. He is like this on Huawei, and so is trade negotiations.
The United States did not conduct negotiations with sincerity and mutual respect, but disregarded China’s rising sovereignty requirements. The United States is attacking Chinese enterprises with the guise of national security, undermining normal cooperation, damaging market competition, causing tensions in relations and escalating trade negotiations. The Chinese side has always shown sincerity and patience during the talks. We have no special requirements. All we want is fair, just and non-discriminatory treatment. Just like sports games will always win and lose, but the most important thing is fair competition. If someone attempts to win by prohibiting others from participating in the competition and even hurting opponents off the court, it is an immoral shameful act.
More and more politicians, critics, economists and people from all walks of life openly oppose such behavior in the United States. For example, Malaysian Prime Minister Mahathir promised to use Huawei technology as much as possible. He said that the United States and the West must accept the fact that Asian countries now have the ability to produce competitive products and should not "threaten" commercial competitors. Professor Michael Jacobs of London Business School wrote in the Financial Times that Trump’s Huawei ban may be counterproductive, and pursuing a “US priority” policy may ultimately mean the bottom of the United States. As the Czech proverb says, people who dig for others will fall into it. Let us wait and see what the bitter consequences of abuse of power.
Fourth, the US trade bullying must stop. During the Sino-US economic and trade consultations, China has always upheld the principle of mutual respect, equality and mutual benefit. A good agreement must be a win-win agreement. China does not cause trouble, nor is it afraid of things. There is no room for compromise on major principles. China will continue to adhere to reform and opening up. At the recent “One Belt, One Road” international cooperation summit forum, President Xi Jinping announced a series of major initiatives, including expanding foreign market access in more areas, strengthening international cooperation in intellectual property protection, and increasing goods on a larger scale. And the scale of import of services, more effectively participate in international macroeconomic policy coordination, and further ensure the implementation of open policies.
The ball is now on the side of the US side. Talk, our door is open; fight, we are accompanying the end. Having said that, I still hope that the US will wake up in time and take rational actions. As Martin Wolf warned, "The blow to China today is a wrong war in the wrong way in the wrong way." The world's people and the world economy should not be treated like this. To this end, we must work together, take action, speak up and call for more responsible and reasonable behavior. In this regard, we appreciate the position of the Czech Republic. In the joint statement on the establishment of strategic partnership between the two countries, both China and Czech countries have pledged to advocate free trade, oppose trade protectionism, and advocate the settlement of trade disputes through dialogue and consultation.
This position also applies to Sino-US trade disputes. In fact, this is not a dispute in the ordinary sense, but a struggle between multilateralism and unilateralism. It is a dispute between free trade and protectionism. The result is about everyone. For everyone to have a better future, cooperation is the only choice and must be successful.
